If your company is still treating solid waste management as a "garbage cleanup" chore, you may be missing out, or facing a huge existential crisis.

The signal can no longer be described as "dense". Whether you are engaged in traditional metallurgy, new energy, or even express packaging, as long as your production line produces "waste", you cannot escape this wave of impact.

The current situation is: the "waste" you piled up casually and buried at a low price will soon become the Sword of Damocles hanging over your head.

Our country produces 11 billion tons of solid waste every year, with a historical stockpile of 33 billion tons. Just the waste piled up across the country, if spread flat on a football field, would be 400 meters high - equivalent to 130 floors.

What’s even more frightening is that in the past, our headaches were coal gangue and tailings. What now? Retired power batteries, scrapped photovoltaic panels, and windmill blades (three new types of solid waste) have arrived at your doorstep.

The answer is straightforward: the "patch era" is over and "system reconstruction" is here.

In the past, solid waste management was "Kowloon water control". The National Development and Reform Commission managed resources, the Environmental Protection Bureau managed hazardous waste, and the Housing and Urban-Rural Development Bureau managed garbage. When something went wrong, they pushed each other back. But this time, 25 departments jointly issued a document, which is serious.

The biggest pain point is not "how to deal with it", but "can you participate in the game". The new regulations are clear, and the project approval end is directly stuck: you haven’t even planned where to put the tailings, and you can’t even get through the door of the mineral processing project. This is not a fine, this is a revocation of the "birth certificate" of backward production capacity from the source.

Solid Waste Comprehensive Management Action Plan

This action plan is formulated to strengthen the comprehensive management of solid waste, promote the construction of a beautiful China, and accelerate the comprehensive green transformation of economic and social development.

1. Overall requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all 20th Plenary Sessions, fully, accurately and comprehensively implement the new development concept, adhere to the principles of reduction, resource utilization and harmlessness, adhere to systematic advancement and key attack, speed up the filling of shortcomings and weaknesses, and focus on key areas, key regions and key areas. To solve the problem, we must carry out in-depth special rectification, strictly implement closed-loop management, build a comprehensive solid waste management system that includes source reduction, process control, end utilization and harmless management of the whole chain, give priority to solid waste that is closely related to people's lives and safe production, accelerate the improvement of long-term comprehensive management mechanisms, and resolutely curb the growth momentum of solid waste. By 2030, the special rectification of solid waste in key areas will achieve significant results, the historical stockpiles of solid waste will be effectively controlled, the high incidence of illegal dumping and disposal will be curbed, the annual comprehensive utilization of bulk solid waste will reach 4.5 billion tons, the annual recycling of major renewable resources will reach 510 million tons, and the ability and level of comprehensive solid waste management will be significantly improved.

2. Promote source control and reduction

(1) Strengthen the source reduction of industrial solid waste. Strictly implement industrial, environmental protection, energy conservation and other policies, and eliminate backward production capacity in accordance with laws and regulations. Strengthen the source control of solid waste in industrial parks. Vigorously promote green design, support enterprises to improve production processes and equipment, strengthen refined management and control of industrial production, and reduce the intensity of solid waste generation. Promote the integrated construction of heavy non-ferrous metal ore mining and processing, promote the filling and backfilling of tailings nearby, and in principle no longer approve the construction of mineral processing projects without self-built mines or supporting tailings utilization and disposal facilities. Promote the gradual realization of a dynamic balance between the solid waste generation and comprehensive consumption in key industries.

(2) Implement source control of urban solid waste. Promote the classification and treatment of construction waste. Steadily develop prefabricated buildings, promote green construction, full decoration or standardized decoration delivery, and strengthen source control of solid waste at construction sites. Include the costs required for construction waste reduction, transportation, utilization, and disposal in the project cost, and clarify the reduction requirements and measures in project bidding and construction design. Explore solid waste emission quota management for housing construction and municipal projects. Encourage local and nearby disposal of garden waste. Consolidate the main responsibilities of operators and strictly implement the requirements for the standardized use and reduction of plastic products. Accelerate the green transformation of express packaging and strengthen the management of excessive packaging of commodities.

(3) Reduce the generation of agricultural and forestry solid waste. Strengthen the scientific use and management of mulch films, and strictly prohibit non-standard mulch films from entering the market and entering the fields. Strengthen agricultural input packaging management and reduce the generation of packaging waste. Promote circular agricultural production models.

3. Standardize collection, transportation and storage

(4) Strengthen the standardized management of industrial solid waste. Improve the industrial solid waste management ledger system and strengthen full-chain tracking and control. Promote the classified collection and storage of industrial solid waste to prevent mixed piles and mixed discharge. Disposal of industrial solid waste into domestic waste collection facilities is prohibited. Strictly implement the approval system for the inter-provincial transfer of industrial solid waste and hazardous waste. Standardize the collection and management of hazardous waste from various enterprises.

(5) Standardize the urban solid waste recycling and transfer system. Improve the level of domestic waste classification and resource utilization. Deepen the "integration of the two networks" of domestic waste classification outlets and waste material recycling outlets. Develop the "Internet + recycling" model. Strengthen information-based supervision of construction sites and temporary storage sites, strengthen dynamic supervision of transportation vehicles, strictly prevent construction waste from being scattered and dumped along the way, and prevent urban construction waste from being transferred to rural areas. Configure garden waste classification collection containers and transportation equipment according to local conditions.

(6) Improve the collection and transfer capacity of agricultural and forestry solid waste. Build livestock and poultry manure collection and treatment facilities according to local conditions. Improve the straw collection, storage and transportation system and cultivate professional third-party service entities. Strengthen the recycling and disposal of used agricultural materials and scrapped agricultural machinery. Actively bring into play the role of the recycling network of the supply and marketing cooperation system. Build a recycling system that combines agricultural input business sites and rural garbage recycling stations, and promote models such as deposit systems and recycling reward systems.

4. Improve the level of resource utilization

(7) Strengthen the comprehensive utilization of bulk solid waste. Improve the comprehensive utilization capabilities of smelting slag, tailings, associated ores, red mud, and construction waste, strengthen the efficient extraction and overall utilization of valuable components, and promote the diversified utilization of coal gangue according to local conditions. Expand the comprehensive utilization methods of straw and improve the scientific and standardized level of returning straw to fields. Promote the resource utilization of livestock and poultry breeding waste.

(8) Improve the level of recycling of renewable resources. Strengthen the standardized management of the comprehensive utilization of renewable resources industry. Carry out the "urban mineral" demonstration base upgrade action. Deeply implement the extended producer responsibility system and guide manufacturers of electrical and electronic products, automobiles, power batteries, etc. to participate in recycling. Improve the second-hand goods trading management system. Encourage the development of the "Internet + second-hand" model. Vigorously develop the remanufacturing industry. On the premise of ensuring zero import of solid waste, the import and utilization of overseas high-quality renewable resources will be promoted in an orderly manner.

(9) Strengthen the application and promotion of recycled materials. Establish and improve standards and certification systems for recycled materials. Research and implement carbon footprint certification of recycled materials and products. Guide production companies to increase the proportion of recycled materials. Promote the inclusion of the application of recycled materials into the scope of corporate social responsibility. Incorporate more eligible recycled materials and products into the scope of government green procurement. Explore the information traceability of the application of recycled materials.

5. Enhance harmless governance capabilities

(10) Improve the harmlessness level of the entire process. Strengthen the harmless pretreatment of bulk industrial solid waste to reduce the amount of storage and landfill and the risk of environmental pollution. Determine domestic waste treatment methods according to local conditions, rationally deploy and construct domestic waste incineration treatment facilities, and encourage the coordinated disposal of urban sewage treatment plant sludge and industrial solid waste on the premise of ensuring safe and stable operation. New domestic waste incineration projects should simultaneously implement fly ash treatment methods and gradually reduce the amount of fly ash landfilled. Optimize the sludge treatment and disposal structure and reduce the scale of landfills.

(11) Explore large-scale consumption and utilization channels in a steady and orderly manner. On the premise of complying with environmental quality standards, pollution risk control requirements and safety production requirements, explore the large-scale consumption and utilization of bulk industrial solid waste through underground filling, mine backfilling, ecological restoration and other methods. Establish a unified and standardized management system, strengthen departmental coordination, strictly implement relevant approval and decision-making procedures, and resolutely prevent illegal dumping in the name of large-scale consumption and utilization.

6. Implement special rectification in key areas

(12) Carry out special rectification of illegal dumping and disposal of solid waste. Carry out in-depth investigations of illegal dumping and disposal of solid waste in key areas, identify problems in a timely manner and rectify them one by one within a time limit. We will seriously investigate and punish illegal units and individuals in accordance with laws and regulations, and cut off the chain of black interests.

(13) Carry out special rectification of hidden environmental pollution hazards in domestic waste landfills. Systematically identify potential environmental pollution hazards in domestic waste landfills and establish a ledger for problem rectification. Accelerate the formulation of technical requirements for rectification, and carry out special rectification on a "one policy per site" basis. Landfills that will be decommissioned before the end of 2024, except those with subsequent use plans, will in principle be completed by 2027.

(14) In-depth promotion of special rectification of construction waste. Accelerate the planning and construction of construction waste utilization and disposal facilities. In-depth investigation of illegal and illegal issues in all aspects of construction waste generation, collection, storage, transportation, utilization, and disposal. Strengthen cross-department normalized joint law enforcement and punishment, smooth information sharing, case transfer and other channels, and investigate and deal with a number of typical cases strictly and quickly in accordance with the law.

(15) Carry out special rectification of historical solid waste storage sites. Find out the environmental management situation of bulk industrial solid waste storage sites across the country. Carry out environmental risk investigation and assessment, and "one (mine) one policy" will in-depth promote the investigation and rectification of environmental safety hazards involving heavy metal mines, tailings ponds, dumps (slag), hazardous waste landfills, etc. By 2030, we will complete the treatment of more than 60% of the country's historical solid waste storage sites, and comprehensively complete the rectification of hidden environmental risks in red mud and tailings ponds.

(16) Deeply promote the comprehensive management of phosphogypsum. "One warehouse, one policy" promotes the investigation and rectification of hidden environmental risks in phosphogypsum warehouses. Strengthen environmental management of phosphogypsum storage, transportation, utilization and other links, strictly implement technical specifications for phosphogypsum utilization and harmless storage pollution control, and seriously investigate and deal with phosphogypsum-related environmental violations in accordance with the law. By 2027, Yunnan, Hubei, Guizhou, Sichuan, Anhui, Chongqing and other regions will complete the renovation of existing phosphogypsum reservoirs.

7. Strict whole-process supervision and law enforcement supervision

(17) Improve information supervision capabilities. Strengthen the information-based supervision of the entire life cycle of solid waste, strengthen domestic waste incineration, solid waste landfill, hazardous waste incineration and industrial kiln co-processing, automatic monitoring of heavy metal enterprises in key industries in accordance with the law, and promote real-time dynamic monitoring of the entire process of hazardous waste. Promote enterprises to upgrade and transform digital intelligent monitoring equipment.

(18) Strengthen environmental law enforcement supervision. Strictly implement laws and regulations related to the prevention and control of solid waste pollution, and strengthen supervision of the entire chain from production to disposal. Strictly crack down on environmental violations and crimes of solid waste, investigate responsibilities in accordance with laws and regulations, and strengthen punishment for violations of laws and regulations that have obvious subjective malicious intent and serious environmental harm, such as illegal discharge of hidden pipes privately. The ecological environment department implements listing and supervision of cases causing serious ecological damage and environmental pollution. Continue to carry out "waste clearance operations" in key areas. Establish and improve a cross-department and cross-regional joint supervision and law enforcement mechanism, and intensify the crackdown on illegal dumping of solid waste across provinces. Include illegal and illegal disposal of solid waste and other outstanding ecological and environmental issues into ecological and environmental protection inspections.

8. Improve regulations, standards and technical systems

(19) Improve the legal and regulatory system. Promote the compilation of the ecological environment code and the revision of the Circular Economy Promotion Law. Promote pollutant-discharging units to disclose environmental information on industrial solid waste in accordance with the law and include it in environmental credit evaluations. Revise laws and regulations on the recycling and disposal of waste electrical and electronic products, hazardous waste business licenses, and construction waste. Accelerate the introduction of comprehensive utilization management measures for new energy vehicle power batteries. Improve the statistical survey system for bulk solid waste and renewable resources, and improve the statistical system and evaluation system for circular economy.

(20) Give play to the guiding role of standards. Revise the catalog for guidance on industrial structure adjustment and increase restrictions and elimination of backward technology and equipment. Classify and revise solid waste pollution control standards, improve construction waste and other solid waste resource utilization technology and product quality standards, and clarify the conditions for determining renewable raw materials and solid waste. Actively participate in the formulation and revision of international standards for solid waste management, and strengthen the international connection of standards and certification systems.

(21) Strengthen support for scientific and technological innovation. Strengthen the research and development of key technologies for solid waste recycling and heavy metal pollution control, and carry out research on major technical equipment for resource recycling. Develop an ecological and environmental technical guidance catalog. Revise the catalog of advanced and applicable technology and equipment for comprehensive utilization of mineral resources, industrial resources, etc.

9. Strengthen policy guarantees

(22) Strengthen land security. Scientifically plan solid waste backfill mining pit projects. Incorporate domestic waste sorting, collection, transfer storage and other projects into the scope of land guarantee for public infrastructure. All localities have strengthened land security for resource recycling projects and arranged no less than 1% of industrial land to support the construction of resource recycling facilities.

(23) Strengthen fiscal, taxation and financial policy support for investment. Make good use of all types of funds at all levels to support the construction of qualified solid waste comprehensive management and resource recycling projects, and make up for the shortcomings in facilities and equipment such as the harmless storage, transfer, and disposal of solid waste as soon as possible. Vigorously develop green finance and guide financial institutions and social capital to increase investment. Improve the policy implementation scope of the solid waste environmental protection tax, and guide business entities to strengthen recycling and harmless disposal. Promote the practice of “reverse invoicing” by resource recycling companies to natural person sellers of scrapped products. Establish a scientific and reasonable price mechanism, guide relevant enterprises to increase investment in research and development of comprehensive solid waste management technology, form a sustainable business model, and use market power to promote the development of circular economy.

(24) Improve the charging system. Implement a garbage disposal charging system and rationally formulate and adjust garbage disposal charging standards. Support local governments to improve charging models and explore differentiated domestic waste disposal fee systems based on waste classification conditions. Promote metered charging for non-resident food waste disposal.

10. Strengthen implementation guarantees

(25) Strengthen organizational leadership. Relevant departments in all regions, under the centralized and unified leadership of the Party Central Committee, will implement the measures based on actual conditions. Local governments at all levels should earnestly fulfill their main responsibilities, improve work systems, refine targets and tasks, and ensure effective implementation. Strictly regulate enterprise-related administrative inspections. The National Development and Reform Commission and the Ministry of Ecology and Environment will strengthen overall planning and coordination to promote the implementation of various tasks in this action plan and timely evaluate the progress and effectiveness. The Ministry of Ecology and Environment strengthens unified supervision and management, accelerates the construction of "waste-free cities", and promotes the implementation of the target responsibility system and assessment and evaluation system for the prevention and control of environmental pollution caused by solid waste. All relevant departments implement key tasks according to the division of responsibilities and form a joint effort. Clarify the boundaries of responsibilities between the government and enterprises, adhere to "who pollutes, who controls", and consolidate the prevention and control responsibilities of solid waste pollution entities. Major matters will be reported promptly and in accordance with procedures.

(26) Deepen publicity, guidance and international cooperation. Incorporate circular economy knowledge and "no waste" concepts into relevant education and training systems. In conjunction with National Ecological Day, National Energy Conservation Publicity Week, June 5th Environment Day and other activities, we will carry out various forms of publicity and education, promote advanced experience and practices, and create a good atmosphere for the participation of the whole society. Deepen multilateral and bilateral international cooperation, strengthen the implementation of international conventions, and promote more practical results.
