Article introduction: According to the "Jianshi County Land Utilization Master Plan" (2010-2020) and the land acquisition and storage plan, Hubei Jianshi plans to acquire land to build the Jianshi Qinghua Pastoral Complex Project, with a compensation of 11,800 yuan per mu.

Part One: Land Acquisition Location Scope

1. Land acquisition location scope: collective land in Qingliba Village, Baiyangping Village, Ganchangba Village, and Hualutai Village in Gaoping Town. Detailed boundary lines shall be based on the land acquisition survey and boundary map.

2. Land acquisition project: used for the construction of the Qinghua Pastoral Complex project.

3. Legal basis for land expropriation: Ying Ting learned that the basis was the "Land Management Law of the People's Republic of China", "Property Law of the People's Republic of China", "Implementation Measures for Land Management of Hubei Province", "Provincial People's Government's Notice on Promulgating the Uniform Annual Output Value of Land Acquisition in Hubei Province" Notice on the Standard and Area Comprehensive Land Price" (E Zhengfa [2014] No. 12), "Letter from the Provincial Department of Land and Resources on the Announcement of Land Acquisition Compensation and Resettlement Multiples, Correction Coefficients and Green Crop Compensation Standards" (E Tuzi Han [2014] No. 242 ), "Notice of the Provincial Department of Land and Resources on Further Strengthening and Standardizing Land Acquisition Management" (Etu Zifa [2011] No. 18), "Implementation Measures for Enshi Tujia and Miao Autonomous Prefecture's Landed Farmers to Participate in Basic Pension Insurance" (Enshi Prefecture Renshefa [2015] No. 101), "County People's Government's Reply on the Land Acquisition, Demolition, Compensation and Resettlement Plan for the Jianshi Qinghua Pastoral Complex Project" (Jianzheng Han [2018] No. 122) and other laws, regulations and policies.

4. Land acquisition purpose: Land purpose: commercial land, residential land, public facilities land.

Part 2: Land acquisition and resettlement compensation

(1) Compensation standards for land expropriation.

1. Cultivated land

(1) Land compensation fee: 1,180 yuan (annual output value) × 10 (compensation multiple) = 11,800 yuan/mu;

(2) Resettlement subsidy: 1,180 yuan (annual output value) × 15 (compensation multiple) = 17,700 yuan/mu;

(3) Compensation fee for young crops: 1,180 yuan/mu.

(4) 70% of the land compensation fee, resettlement subsidy, and young crop compensation fee (total amount: 8260+17700+1180=27140 yuan/mu) will be paid directly to the land-expropriated farmers; 30% of the land compensation fee (amount: 3540 yuan/mu) will be paid to the village collective economic organization where the land-expropriated farmers are located.

2. Woodland

(1), revised according to 0.7 times of the cultivated land standard (excluding compensation for young crops).

Land compensation fee: 1180 yuan × 10 × 0.7 = 8260 yuan/mu;

(2) Resettlement subsidy: 1,180 yuan × 15 × 0.7 = 12,390 yuan/mu.

(3) 70% of the land compensation fee and resettlement subsidy (total amount: 5782 + 12390 = 18172 yuan/mu) are paid directly to the land-expropriated farmers; the Yingting demolition team learned that 30% of the land compensation (amount: 2478 yuan/mu) is paid to the village collective economic organization where the land-expropriated farmers are located.

3. Other land

(1) Farm roads and ditches will be compensated according to cultivated land standards (excluding young crop compensation fees);

(2) Unused land will be compensated at a rate of 0.5 times the standard for cultivated land (excluding compensation for young crops).

(2) Land acquisition and resettlement measures

1. Monetary resettlement: According to the compensation standards, compensation for young crops, compensation for ground attachments, and resettlement subsidies will be paid to the land-expropriated farmers in one lump sum for production and living resettlement. 70% of the land compensation and resettlement compensation will be paid directly to the land-expropriated farmers, and 30% of the land compensation will be paid to the village collective economic organization where the land-expropriated farmers are located.

2. Social security resettlement: Farmers whose land was expropriated and lost their land who meet the insurance conditions shall participate in insurance according to the "Implementation Measures for Enshi Tujia and Miao Autonomous Prefecture's Landless Farmers to Participate in Basic Pension Insurance" (Enshi Prefecture Renshefa [2015] No. 101).

(3) Fund disbursement method

Various types of compensation fees are paid in the form of passbooks. Ensure that funds are stored in special accounts and used exclusively for special purposes. No unit or individual may withhold, occupy, misappropriate or distribute funds privately. Relevant compensation funds belonging to village collective economic organizations must be submitted for approval in accordance with legal procedures before they can be used.

Yingting reminds you:

1. From the date of notification, no unit or farmer may rush to plant economic trees, grow crops, build buildings (structures), change land types, or relocate household registrations within the land acquisition scope of this notice. Those who rush to plant, plant or build will not be compensated. Those who change the land type will be compensated according to the original land type. Those who relocate their registered residence will not be eligible for social insurance. All types of compensation will be based on the actual amount confirmed by physical survey.

2. The land-expropriated farmers have the right to request a hearing on the land acquisition compensation standards and resettlement methods. If a hearing is required, the land-expropriated farmers should report their opinions to the Changliang Township People's Government on a village basis within 5 days, and the county Land and Resources Bureau will organize a hearing.

3. Land-expropriated units and farmers must consciously abide by national laws and support the construction of pastoral complex projects in our county.
