Part One: Environmental protection supervision and law enforcement should be inspected by enterprises. These 8 items must be checked! Please prepare your business!

(1) Inspection of sewage pollution control

1. Environmental monitoring of water pollution sources

The operating status, historical operation status, processing capacity and water volume of sewage treatment facilities, quality management of wastewater, treatment effects, sludge treatment and disposal. 2. Monitoring of sewage discharge outlets

3. Discharge review

(1) If there are flow meters and pollution source monitoring equipment, check the operation records;

(3) If there is no measurement number and valid water consumption certificate, the number of water drainage systems of similar enterprises given in the manual shall be estimated according to the relevant national standards and manuals.

4. Discharge water quality

(1) Check whether the quality of discharged wastewater meets national or local pollutant discharge standards.

(2) Check the models and specifications of monitoring instruments, meters, and equipment as well as their calibration and calibration status.

(3) Check the monitoring and analysis methods and water quality monitoring records used. On-site monitoring or sampling can be carried out if necessary.

(4) Check the diversion situation of rainwater and sewage and sewage, and check whether the sewage discharge unit implements the diversion of clean sewage and rainwater and sewage.

5. Accident wastewater emergency treatment facilities

(1) Whether the accident wastewater emergency treatment facilities of the sewage discharge enterprise are complete and whether they can ensure the interception, storage and treatment of wastewater generated when environmental pollution accidents occur.

(2) Exhaust gas pollution inspection

Exhaust gas pollution inspection mainly checks the operating status, historical operation status, processing capacity and processing volume of exhaust gas treatment facilities.

1. Inspection of waste gas generated by combustion in boilers, petrochemicals, chemical industries, etc.

(1) Check whether the continuous production of combustible organic waste gas by chemical, petrochemical and other enterprises is reasonable, and whether it is reasonable to use recycling or incineration. The intermittent production of combustible organic waste gas should be treated by incineration, adsorption or combined processes.

(2) Check the verification procedures and performance indicators of boiler combustion equipment, check the operating status of combustion equipment, check the control of sulfur dioxide, and check the control of nitrogen oxides.

2. Process waste gas, dust and odor pollution sources

(1) Check whether exhaust gas, dust and odor emissions meet the requirements of relevant pollutant emission standards;

(2) Check the recycling and utilization of flammable gases;

(3) Check the environmental protection measures for transportation, loading, unloading, and storage that can emit toxic and harmful gases and dust.

3. Air pollution prevention and control facilities

Dust removal, desulfurization, decontamination, and other gaseous pollutant purification systems.

4. Exhaust gas discharge port

(1) Check whether the polluter is building a new exhaust pipe in an area where new exhaust pipes are prohibited;

5. Unorganized emission sources

(1) For emission points that emit toxic and harmful gases, dust, and smoke unorganized, if conditions permit organized emission, check whether the pollutant-discharging unit has carried out rectification and implemented organized emission;

(2) Check the dust in the coal yard, material yard, cargo and construction production process, and whether measures to prevent and control dust pollution have been taken or dust prevention equipment has been installed as required;

(3) Monitor at the enterprise boundary to check whether unorganized emissions meet the requirements of relevant environmental protection standards.

(3) On-site inspection of solid waste pollution sources

1. Supervise the sources of solid waste

(1) Check the type, quantity, physical and chemical properties, and generation method of solid waste.

(2) Check the types and quantities of hazardous wastes in production according to the new "National Hazardous Waste List" or GB5085.

2. Solid waste storage, treatment and disposal

(1) Check whether the polluter is in a nature reserve, scenic area, drinking water source protection area, basic farmland protection area and other areas that require special protection, assuming facilities, places and domestic waste landfills for centralized storage and disposal of industrial solid waste; Ying Ting believes that this inspection item is relatively common. Breeding farms, heavily polluting industrial enterprises, etc. need to pay attention to this inspection.

(2) Check whether solid waste storage facilities or storage sites are equipped with facilities that meet environmental protection requirements.

3. Storage, treatment and disposal of hazardous wastes

Check whether polluters are dumping solid waste into rivers, lakes, canals, channels, reservoirs, and beaches and banks below the highest water level, as well as other places where waste dumping is prohibited by laws and regulations.

4. Solid waste transfer

(1) Check the transfer of solid waste.

(2) Check whether to fill in the hazardous waste transfer form when transferring hazardous waste. It shall be approved by the environmental protection department of the local people's government at or above the municipal level in the area of ​​relocation in consultation with the environmental protection department of the local people's government at or above the municipal level in the receiving community.

(3) Check whether solid waste and hazardous waste signboards are installed.

(4) Check the sludge disposal contract, sludge transportation scale records, etc. to determine whether the amount of sludge produced is reasonable.

(4) On-site inspection of noise pollution sources

(5) On-site inspection of groundwater pollution

(1) Whether measures to prevent leakage and corrosion are carried out in the site's sewage treatment facilities (units), heavy-duty links, solid waste (hazardous waste) storage areas, chemical storage areas, etc.

(2) If there is groundwater pollution, whether control measures are in place.

(6) On-site inspection of environmental risks and emergency plans

(1) Check the preparation, evaluation and implementation of emergency plans, and attach text, pictures and related information on the emergency drills.

(2) Whether the project meets the environmental protection requirements for initial rainwater pools (such as chemical, electroplating, printing and dyeing, heavy-duty and other industries) and emergency accident pools, etc.

(3) Emergency material reserves (name, quantity, validity period, etc.).

(7) On-site inspection of ecological environment

(1) The special action will run through the requirements of the "five-step method" (supervision, assignment, inspection, interview, special inspection), and through on-site investigation and verification, problems will be discovered and dealt with in categories;

(2) Supervise local governments to implement rectification measures at the ministerial or provincial level;

(3) By organizing timely inspections and looking back on the listing supervision issues, if the on-site handling work is ineffective, environmental violation cases are not investigated and handled in accordance with the law, or relevant responsible personnel are not held accountable in accordance with the law and regulations, measures such as interviews, special central environmental protection inspections, and accountability will be taken as appropriate.

(8) Environmental protection departments inspect and investigate environmental violations

The need to investigate, transfer, and supervise complaints and reports on environmental pollution and ecological damage has attracted great attention.

Part 2: The third batch of environmental inspections in 2018

1. During the implementation of environmental protection inspections in 2018, 7 provinces (cities) held 917 people accountable for 92 ecological and environmental damage liability issues. In 2018, 186,000 administrative penalty cases were implemented across the country, with fines amounting to 15.28 billion yuan, a year-on-year increase of 32% and 4.8 times that of 2014.

2. The third batch of central environmental protection inspection teams conducted inspections in seven provinces (cities) including Tianjin, Shanxi, Liaoning, Anhui, Fujian, Hunan, and Guizhou from April to May 2017. The inspection feedback was completed from July to August 2017, and 92 ecological and environmental damage liability issues were simultaneously handed over, requiring local governments to further verify the situation and implement accountability in accordance with disciplines and laws. Among them, 83 people were held accountable in Tianjin, including 22 department-level cadres and 52 division-level cadres; 117 people were held accountable in Shanxi Province, including 22 department-level cadres and 61 division-level cadres; 143 people were held accountable in Liaoning Province, including 41 department-level cadres and 63 division-level cadres; and 151 people were held accountable in Anhui Province, including department-level cadres. There are 25 cadres at the department level and 82 cadres at the division level; 136 people are held accountable in Fujian Province, including 14 cadres at the department level and 81 cadres at the division level; 167 people are held accountable in Hunan Province, including 28 cadres at the department level and 94 cadres at the division level; and 120 people are held accountable in Guizhou Province, including 21 cadres at the department level and 51 cadres at the division level.

3. Accountability objects mainly include local party committees, local governments, local party committees and government departments, state-owned enterprises, and other relevant departments and institutions. Among the relevant departments of the party committee and government, many departments such as environmental protection, housing and construction, land and resources, water conservancy, and agriculture are involved. The persons being held accountable basically cover relevant aspects of ecological and environmental protection work, which reflects the requirement that the party and government share the same responsibility for ecological and environmental protection, and that one post has dual responsibilities.
