[Summary of the case]

In April 2016, the People's Government of Xiji County, Ningxia made a decision to expropriate the houses and attachments east of ***** Road, west of **** Road, south of ***** Road, and north of ***** Road, within the reconstruction scope of the old city of ***** in Xiji County. The houses involved in the Ma Shengfu and Ma Junli cases were within the scope of the expropriation. Since the house expropriation department and the plaintiff failed to reach a compensation agreement during the signing period of the expropriation compensation plan, on ****, ****, ****, the Xiji County Government issued a decision to compulsorily expropriate the houses in Ma Shengfu and Ma Junli, and the Intermediate People's Court of Guyuan City, Ningxia Hui Autonomous Region issued an administrative ruling (2016) Ning 04 Xingchu No. 27, forcing the plaintiff's house to be demolished. The plaintiff refused to accept and filed an appeal.

On September 27, 2016, the Ningxia Hui Autonomous Region Higher People’s Court made an administrative ruling revoking the Guyuan Intermediate People’s Court.
