Part 2. Compensation standards for proposed land acquisition
1. Compensation and resettlement fees for land expropriation shall be implemented in accordance with the comprehensive land price standards for expropriated areas in Liaocheng announced by the Shandong Provincial People's Government in the "Reply on Adjusting Comprehensive Land Price Standards for Expropriated Areas in Shandong Province" (Lu Zhengzi [2015] No. 286). Ying Ting learned that this land acquisition involved a total of 3 areas, among which, the first-level area, the compensation was 70,000 yuan per mu, the second-level area, the compensation was 58,000 yuan per mu, and the third-level area, the compensation was 50,000 yuan per mu; the compensation standard for ground attachments and young crops was based on a lump sum of 23,000 yuan per mu and was approved by the Shandong Provincial Department of Land and Resources and the Shandong Provincial Department of Finance. The standards specified in the "Reply on Compensation Standards for Ground Attachments and Young Crops for Land Acquisition in Liaocheng City" (Lu Tutu Zi Zi [2017] No. 356) shall be implemented; residential buildings, industrial and mining enterprises and other construction facilities shall be compensated in accordance with the "House Demolition Compensation and Resettlement Agreement" signed between the Dongchangfu District Housing Expropriation Center and the property owners in Liaocheng City.
2. The specific land expropriation compensation and resettlement plan for the villages whose land has been expropriated will be formulated and made public by the Dongchang Prefecture Branch of the Liaocheng City Natural Resources and Planning Bureau in conjunction with the Liaocheng Dongchang Prefecture Finance Bureau, Human Resources and Social Security and other relevant departments after the survey is completed.

2. This notice will be posted at the location of the rural collective economic organization involved in the proposed land acquisition, and will be announced in the Shandong Province Land Acquisition Information Public Inquiry System. If rural collective economic organizations, land contractors or other rights holders whose land is to be expropriated have objections to the issuance of this notice, they may apply to the Shandong Provincial People's Government for administrative reconsideration within 60 days from the date of the announcement; if they have objections to the survey, survey, inventory and confirmation organized by the Dongchang Prefecture Branch of the Liaocheng Natural Resources and Planning Bureau, they may apply to the Liaocheng People's Government for administrative reconsideration within 60 days from the date of the administrative action. During the administrative review period, the implementation of land expropriation will not be stopped except in statutory circumstances.
3. According to the relevant laws and regulations of our country, the expropriated and demolished persons can file an administrative review within 60 days of receiving the expropriation decision, expropriation compensation decision and other specific administrative actions, and file an administrative lawsuit within 6 months. If your house is forcibly demolished, you must file a lawsuit to defend your rights within 6 months of knowing the date of demolition. Some relocated households will petition, but petitioning is not a legal channel, and no matter how long the petition lasts, it does not constitute a reason to interrupt the time limit for prosecution. Many people who were demolished were delayed in filing petitions and missed the statute of limitations. Even if they sued, the court would not accept it.
