Shenyang City’s Ninth Batch of Public Rental Housing Allocation Plan

In accordance with the relevant provisions of the "Measures for the Administration of Public Rental Housing" (Order No. 11 of the Ministry of Housing and Urban-Rural Development in 2012) and the "Implementation Rules for the Management of Public Rental Housing in Shenyang" (Shen Fangfa [2012] No. 93), in order to solve the housing difficulties of lower-middle-income families in urban areas of our city, agricultural migrant workers, migrant workers and higher education graduates who are newly employed in other places, combined with the actual situation of public rental housing in our city, we are hereby formulatedShenyang City’s Ninth Batch of Public Rental Housing Allocation PlanAs follows:

1. Principle of rent allocation

1. The principle of three impartialities. That is to say, we adhere to the principles of openness, fairness and impartiality, and invite representatives of the applicant families to conduct on-site supervision of the entire rental situation.

2. Direct matching principle. The principle of "one-to-one" rental allocation is implemented, that is, the allocation order number of the applicant family and the specific room number of the corresponding house are directly determined through a lottery method, and "one-to-one" rental allocation is performed, and each applicant family is directly allocated to a specific room.

3. Principle of complementation. The principle of waiting for families to be filled in sequence is implemented, that is, the families who have not been allocated a house through lottery will be regarded as families on the waiting list. According to the sequence number of the families who applied for rent, the abandoned houses will be filled in order.

2. Accommodation for rent

A total of 5,919 houses are available for rent this time, including 5,765 single-bedroom houses and 154 double-bedroom houses.

1. Wanghualijing Public Rental Housing is located at No. 7 Rongwen Street, Dadong District. It has a total of 21 12-story small high-rise residential buildings and 3,063 single-room units with an area of about 36-40 square meters.

2. Huisheng New Town Public Rental Housing is located at No. 2, Xiuyuan 1st Street, Shenbei New District, Shenyang City. It has a total of 30 18-story high-rise residential buildings and 4,174 units, including 3,132 single-bedroom units with an area of about 40-50 square meters, and 1,042 two-bedroom units with an area of about 60 square meters. According to the registration status, 1,862 single-bedroom houses and 154 double-bedroom houses are available for rent this time.

3. Xiya Meiyuan Public Rental Housing is located at No. 269 Shenliao West Road, Shenyang Economic and Technological Development Zone. It has a total of 9 high-rise residential buildings and 2,526 single-room units with an area of about 35-40 square meters. Based on the registration status, 840 single-room houses will be available for rent this time.

3. Rent standards

1. Wanghualijing public rental housing: The basic rent is 320 yuan per unit per month. The base rent is based on the top and bottom floors, and 20 yuan is added for all other floors. Each unit facing east, west, northeast, and northwest will receive an additional 20 yuan off the corresponding rent standard.

2. Public rental housing in Wison New Town and Xiya Meiyuan: the rent standards are subject to the relevant documents of the National Development and Reform Commission (Price Bureau).

4. Allocation objects

1. Wanghua Lijing: The scope of single-room rental targets is the 4,155 households without houses that have applied for it from 2012 to 2016.

2. Wison New Town: The scope of single-room rental targets is 1,862 households without houses that have applied and qualified from 2012 to 2017; the scope of double-room rental targets is 154 households without houses that have applied and qualified from 2012 to 2017.

3. Xiya Meiyuan: The scope of single-room rental targets is the 840 households without houses that have applied qualifiedly from 2012 to 2017.

5. Allocation method

This time the allocation will be through computer lottery.

The rental of a single room with a population of 1-2 people is guaranteed, and the rental of a double room with a population of 3 or more is guaranteed. A two-bedroom house can be rented for a family of 2, including father and daughter or mother and son.

6. Allocation procedures

(1) On-site participants

1. Invite representatives of the applicant families to participate in the on-site supervision of computer lottery and rental allocation. Applicant family representatives will be recommended by one person from each district, and they will enter the computer lottery site with their resident ID cards.

2. Specially invite the Municipal People’s Congress, Municipal Political Consultative Conference, Municipal Real Estate Bureau, Municipal Construction Committee, Municipal Finance Bureau, Municipal Civil Affairs Bureau and other units as well as news media reporters and representatives of the municipal and district housing security departments to conduct on-site supervision of the computer lottery for rent.

(2) Computer Lottery Allocation Group

1. Wanghualijing: Divide into 2 groups to participate in the computer lottery for rental. From 2012 to 2015, 1,593 households in the first group of guaranteed households with a population of 1-2 people applied to participate in the computer lottery for renting 1,593 single-room houses; in the second group, 2,562 households with a guaranteed population of 1-2 people applied in 2016 to participate in the computer lottery for renting 1,470 single-room houses.

2. Wison New Town: Divide into 2 groups to participate in the computer lottery for rental allocation. In the first group, 1,862 households with a guaranteed population of 1-2 people applied to participate in the computer lottery for 1,862 single-room houses from 2012 to 2017; in the second group, from 2012 to 2017, with a guaranteed population of 3 or more people, 154 households applied to participate in the computer lottery for 154 double-room houses.

3. Xi Ya Mei Yuan: Divide into 1 group to participate in the computer lottery for rental allocation. In the first group, 840 households with a guaranteed population of 1-2 people applied from 2012 to 2017 to participate in the computer lottery for 840 single-room houses.

(3) Computer lottery allocation process

1. The "Ninth Batch of Shenyang Public Rental Housing Allocation Plan" was read out on site.

2. According to the specific conditions of the house, the building number and room number will be announced.

3. The staff will display the list of families who applied for computer allocation to the attendees.

4. After the list of each group of applicant families is announced without objection, the initial natural ordering of all the applicant families in the group in the computer will be randomly shuffled for the first time. The second time, a computer random lottery is used to generate a rent allocation list, that is, the sequence number of the household applying for rent.

5. Match the first 1,593 numbers of the first group of single-room families applying for Wanghualijing with the 1,593 single-room room numbers for tenants, and directly determine the room number for each applying family; use the first 1,470 numbers for the second group of single-room families to apply for one-on-one renting with the 1,470 single-room room numbers for tenants, and directly determine the room number for each applying family.

6. Match the first 1862 numbers of the first group of single-room families applying for rent in Wison New Town with the 1862 room numbers of the single-room apartments with tenants, and directly determine the room number allocated to each applicant family; the first 154 numbers of the second group of double-room families applying for rent, and the 154 room numbers of the double-room apartments with tenants, conduct one-to-one renting, and directly determine the room number for each applicant family.

7. Make a one-to-one rent allocation between the first 840 numbers of the first group of single-room families applying for rent in Xiya Meiyuan and the 840 single-room apartment numbers to directly determine the room number for each applying family.

8. Applicants who have not received the physical allocation of Wanghualijing public rental housing this time will be postponed downward according to the order number of the applying family and become a waiting family for rent. If any houses are given up, they will be filled in sequence according to the order number of the families who applied for rent. The abandoned houses will be rented one-to-one with the house numbers on the waiting list according to the order of the houses in the lottery to determine the room numbers for the families on the waiting list. If the property is given up again, the allotment will be re-allocated according to the above procedures.

7. Relevant requirements

1. If a successfully allocated household is found to have property, business, vehicles, etc. before the actual move-in, the qualification for the allocated rental will be cancelled.

2. Applicant families that have been successfully allocated housing and have given up their housing allocation without special reasons will not be able to participate in the allocation of physical housing for public rental housing within two years.

3. The sequence number for household allocation generated by this computer lottery is only valid for this time.

4. The list of renting households generated by computer lottery will be published on the Shenyang Housing Security Network.

5. Each project is expected to be moved in within half a year, and the specific move-in time will be notified separately.
