Notice on publicizing and completing the procedures for the families shortlisted for the 2017 public rental housing rental subsidy lottery

According to the relevant provisions of the "Dalian Municipal Public Rental Housing Management Measures" (Dazhengfa [2015] No. 53) and the city's housing security work plan arrangements,Dalian CityOn November 23, 2017, the Housing Security Center identified the four districts in the city that met the conditions for low- and middle-income housing difficulties andFamilies applying for public rental housing rent subsidies, 5,000 shortlisted families were determined through a public lottery. The Municipal Notary Office notarized the entire lottery process on site and determined that the lottery results were true and valid.

The results of the lottery were announced on November 24, 2017, in the housing security column of the Municipal Land and Housing Bureau website and the Dalian Housing Security WeChat public account. The publicity period was 15 days. Anyone who has objections to the application status of the shortlisted families can report in writing to the Dalian Housing Security Center with real names and provide evidence and clues before December 9, 2017. Families found to be unqualified after reporting will be disqualified from public rental housing rental subsidies in accordance with regulations.

1. Procedures for shortlisted families

(1) After the lottery shortlisted families rent a house in the four districts of the city, they should take the "House Rental Contract" to the street or community where the household registration is located to confirm and stamp it, and at the same time provide a copy and card number of their own ICBC card (must be an ICBC card under the applicant's name and with a local account in Dalian);

(2) The applicant should go to the administrative service hall of each district to go through the house rental registration and filing procedures with the "House Lease Contract" confirmed and stamped by the street community, the house property ownership certificate, and the ID cards of both parties to the lease, or log in to the Dalian City House Rental Public Service Platform website to register on their own.

(3) For applicants who have successfully registered, the Municipal Housing Security Center will issue housing rent subsidies on a quarterly basis to the ICBC card provided by the applicant.

3. Specific processing time

In order to avoid centralized rental registration procedures, households shortlisted in the lottery should complete the rental registration procedures in sequence according to the street where their household registration is located and according to the prescribed time. The specific time schedule is as follows:

November 27th and 28th: Hutan, Guilin, Donggang, Baiyun, Zhoushuizi, Zhonghua Road, Yingchengzi, Xinghua, Xinzhaizi subdistricts;

November 29th and 30th: Taoyuan, Renmin Road, Zhanbei, Xianglujiao, Zhongshan Park, Xinggong, Xinghaiwan, Quanshui, Paoya, Nanguanling Street;

December 1st and 4th: Qingni, Kunming, Rixin, People’s Square, Nansha, Malan, Lijia, Jiaojinshan, Airport, Hongqi Street;

December 5th and 6th: Navy Square, Kuiying, Beijing, Bayi Road, Heishijiao, Chunliu, Baishan Road, Gezhenbao, Ganjingzi, Dalianwan Street.

Applicants who fail to complete the leasing registration within the above time limit can apply for it on December 7th.
