On May 26, 2008, the plaintiff signed a "Project Agreement" with the Fuding Municipal People's Government, which provided 140 acres of land for the construction of a ship base. After approval, the plaintiff was given 154.8 acres of land for use. On December 28, 2011, with the approval of the Fujian Provincial Government, 47.8559 hectares of sea area were used. On August 4, 2009, the Ningde Port Authority issued an approval for Fujian XX Ship Engineering Co., Ltd. to use the port coastline, and the plaintiff later received a sea area use right certificate. The Dingsheng Steel Project invested and constructed by the defendant is a commercial project located in Ruanyang Village, Dianxia Town. On March 28, 2018, the defendant held a groundbreaking ceremony and officially started construction on illegally occupied land. It has seriously violated the plaintiff's legally obtained right to use 1,481 meters of coastline.

Fujian XX Ship Engineering Co., Ltd. has reached an entrustment relationship with Beijing Yuting Law Firm and actively safeguards its rights. After the lawyer investigated and obtained conclusive evidence, a civil lawsuit was filed in accordance with the law regarding the tort liability dispute. The case will now be heard in Xiamen Maritime Court.
